Welcome to San Andreas.. Grove Street Families is a vanishing gang in the state of Los Santos, San Andreas. Every day the gang clashes with another, up-and-coming gang of Los Santos, the Ballas, while Grove Street keeps getting weaker. The trouble started 5 years ago, when Carl Johnson left Los Santos hoping for a new life and moved to Liberty City. Grove Street means a whole lot to Carl's older brother, Sweet, so no wonder he does everything he can to keep the family together. Sweet blames Carl for the death of their younger brother, who died 5 years ago in a tragic accident. Guns, lack of respect, a poor way of life, and a string of betrayals led to the fall of Grove Street. Melvin "Big Smoke" Harris and Lance "Ryder" Wilson from Grove Street are getting ready to pull off a drug business in San Fierro with Mike Toreno, Jizzy B. and T-Bone Mendez. Sweet doesn't want to take part in this part of the deal, everything he does, he does for the gang and not against it.

In Los Santos the gangs cause the biggest headache for the cops on duty. In LA a special unit, C.R.A.S.H, tries to hold back crime. The head of the unit is officer Frank Tenpenny, his deputy is officer Eddie Pulaski, and the newest member of the unit is Hernandez. Tenpenny and Pulaski don't really care about the rights of citizens. The corrupt cops think that if you want to get something, you have to work with someone you don't like. They drag Hernandez into the murder of officer Pendelburry, who threatened Tenpenny and Pulaski that he would squeal about their disrespect.

Meanwhile Carl Johnson works for Joey Leone and Johnny Sindacco in Liberty City, and visits Don Salvatore Leone to make an offer on the Caligula's Casino in Las Venturas, which means he is putting 5,000,000 dollars into Sindacco. The two gangs are fighting over the casino, and Salvatore asks for the help of Ken Rosenberg (who until now worked for Forelli in Vice City). Rosenberg stands between the two gangs, so if one gang does something against the other, the other gang takes it out on Ken. The San Fierro Triads bought the Four Dragons Casino in Venturas, and Sindacco is sure this is going to cause trouble.

The Ballas decided it's time to finish off Grove Street. Their plan is to take Sweet out of circulation for good. The action didn't go the way they planned, because Beverly Johnson was killed, and Sweet got away. Sweet called Carl, who is still working in Liberty City, to tell him their mother is dead. Carl set off for his hometown Los Santos, where he is greeted by officer Tenpenny and Pulaski, who have been terrorizing him ever since he left the town. After a little driving around and chatting, they dump him in Ballas territory. Carl found himself again, and realized he has to go back to the old life. Welcome to San Andreas...
