GTA VI will have working trains and bus routes, Rockstar's Hooker tells Edge
Head of development Phil Hooker says Leonida has a functioning train and bus network, and that it can help players lose the police.

Grand Theft Auto VI will have a fully functioning train system and bus routes in Leonida, according to Edge magazine's newest megafeature. The trains are similar to those in Red Dead Redemption 2.
Head of development Phil Hooker told Edge he has tested the transit systems extensively. "I'm obsessed with making sure they always turn up," he said. He added that he has memorised all the routes and uses the bus during play.
Hooker also described public transport as a way to escape the police. If officers don't see you board and you leave the wanted area, he said, they have no reason to search the bus. That fits with the rebuilt police system.
PC Gamer's writer takes this as a sign that Rockstar is offering more grounded options, which suits Jason and Lucia. My take is simpler: after years of stealing a car for every errand, a bus I can use to shake a wanted level is an idea I'm happy to see.
