The information appeared on the German gamer site 4Players.de. The text of the article reveals that:

Lance Vance is a "junkie wreck"
the Caddy known from Vice City's golf course shows up again (which means the Leaf Links will be in this episode too)
in some missions Lance and Ricardo Diaz will help Vic out
explosions have been enriched with new sounds, and the pieces of the exploded object fly all over the place
it was confirmed that Ving Rhames will be the voice of Victor, which has been visible for a few days now on the updated cast list on IMDB.
